Q - What training for the Townwatch is needed and what are the responsibilities?
R - After looking at the survey results, it seems this is a dead issue and training will not be done. The State Police would have done the training but wanted about 40 - 50 people to get involved. We will place an area on the web site to sign up for this. If we get enough interested people, we can proceed with the training.
Q - Would the addition of speed humps create any delay in emergency vehicle response?
R - Tony Dogherty, Safety Committee Member, works with PennDOT regulations in his job. According to documentation he has, the low profile speed humps (known as seminole speed humps) are about 22 feet wide and may cause a one second delay. This type of speed hump is preferred by emergency service organizations. The seminole speed hump would be the type the Board will request, if warranted by the survey results.
Q - Will speed humps create problems for snow plowing?
R - The speed humps should not create a problem for plowing or snow removal. The Township will install the speed humps and will plow the streets.
Q - Can we install additional stop signs in the community (Especially on Cranberry Blvd)?
R - PennDOT regulations determine placement of stop signs. According to our Township Manager, Cecile Daniel, Cranberry Blvd. does not Qualify for additional stop signs. Cecile's comments were confirmed by a Cranberry resident, Tony Dougherty, who works with PennDot regulations.
Q - Can we get the speed limit reduced on Kagey Road? Or get more stop signs installed on Kagey?
R - It is unlikely that the Township will lower the speed limit. However, the Board will ask for this to be done. The school district is working with the Township to get flashing reduced speed limit zones during school hours. It is anticipated that the blinkers will be similar to those posted on route 29 in front of the high school.
C - Numerous comments about people traveling over the posted speed limits.
Q - Why are the needs of The Woods and Northgate being ignored?
R - These sections have not been turned over to the Township and the HOA. Since the area is still owned by the builder, these sections are still considered private property and under total builder control. This includes plowing of the streets in the winter. Once dedication takes place, the Township will plow the streets. When these areas are ready to be turned over, the HOA will create a punch list of items (with the help of residents from The Woods and Northgate) that will need to be corrected before we accept the turnover from builder to HOA.
C - Have the police patrol the area and give out speeding tickets. Set up a speed trap.
R - Perkiomen Township does not have a local police force. It contracts with the State Police for minimal coverage. The HOA Board will ask the Township to increase the State Police presence in the area and target speeding vehicles.
Q - How will we determine where more lighting is needed?
R - After looking at the survey results, it would appear that this is a dead issue and is not a concern of the residents.
C - No sight line at Cranberry and Kagey. The bushes are too high and cars must enter Kagey to see around the corner. Cars coming over the hill cannot see you as you are creeping out to see if any cars are coming.
Q - Can we hire a rent-a-cop to write speeding tickets? The tickets will most likely pay for the rent-a-cop.
R - Interesting concept. We are not sure if we have the authority to hire a police officer? This needs more investigation.
Q - When will the tennis court be repaired? The net has been broken for over a year.
R - This is the first the Board has been informed about this issue. Bill McGill, Board VP, inspected the tennis courts on August 23rd. A Rules and Regs sign had fallen down. This was reattached to the fence. The net needs to be repaired and a gate hinge needs to be repaired. CMG was out to begin repairs. A new door hinge and crank for the net were ordered and will be fixed in the near future.
Q - Why are only half of the wetlands being mowed and has only been cut twice during a period of 5 years?
R - The EPA determines what can be mowed and when. This is totally out of the HOA hands. After the area has been cut, the EPA comes out to inspect to make sure it was done properly.
Q - Who is reporting the speeding problems?
R - The concerns have been voiced by many residents living on these streets. The speeding on Cranberry Blvd. has been voiced by many individuals. One individual even saying she has been passed several times on Cranberry Blvd.
C - Please remind the neighborhood that children using scooters, skateboards, bicycles, etc. should wear helmets.
Q - Who will pay for the cost of the speed humps?
R - The Township will pay for this project.
C - Speed humps are annoying and inconvenient.
C - It is not the cars that are speeding. It is the motorcycles and 4 wheel carts.
C - I am afraid to walk my dog in the neighborhood because of the excessive speed.
C - Speed bumps are harmful to the alignment of cars and not an asset to the community.
R - The plan calls for speed humps not speed bumps. Speed humps are much wider and lower. A car traveling over them at about 15 mph should not sustain any damage.
C - I'm not in favor of the HOA taking on additional financial responsibility. Nor do I see any significant safety issues.
C - We feel there should be sidewalks on both sides of each street. Safer for bikes, kids, etc.
Q - Shouldn't the builder fix the sidewalks? They are the one's responsible for the initial installation and then the township approved it.
R - The township did not approve the plans for this development. The plans for this development were in the court system for over 15 years before the builder broke ground. Cranberry was designed by the courts. The township makes sure that the development is built to the plan filed at the courthouse. As a governmental agency, they have the authority to install sidewalks and then charge the property owner for their share of the cost.
C - The township should pay for the installation of sidewalks since they approved the plans.
R - The township did not approve the plans for this development. The plans for this development were in the court system for over 15 years before the builder broke ground. Q - Can the speed limit be changed to 15 mph?
R - It is highly unlikely. The township has not indicated a willingness to go down that road. It is anticipated that cars will still go 40+ mph.
Q - Could the money in our capital improvement fund be used to pay for the sidewalks?
R - Absolutely that is what the money is intended for. It is also intended to repair things such as repaving of the basketball court, tennis court, when their expected life span comes to an end.
Q - How can we stop the dirt bikes from tearing up the field in the recreation area?
R - The area is posted and prohibits motorized vehicle use. If you see it, call the State Police immediately.
C - The road in front of the recreation area is constantly filled with children crossing the road and cars travel at 40 - 50 mph.
C - I am disappointed to learn that the Board is not addressing the issue regarding the recreation area and unwanted traffic/behaviors after dark.
R - The Board will once again revisit this issue and investigate the installation of a three post swing gate to be closed and locked at dusk and opened early in the morning. We are not confident the gate will be a total solution. We are also getting bids to clean up the tree line. (Please note - we are only seeking Quotes to have this area cleaned out and keep the weeds down)
C - The HOA cannot afford what this survey is proposing.
R - Please see the Board Action section. The Board actions will cost the HOA nothing with the exception of the repair and maintenance issues at the recreation area.
C - Cars parking on Cranberry Blvd. are clogging up the roads. People selling cars should not park their cars on this road.
R - The Board agrees and asks that residents stop parking vehicles on Cranberry Blvd. for any reason.
C - We would like the broken street light on the top of Northridge repaired. It has been broken for two years.
R - The township has been notified and will be sending out PECO to take care of the repair. Street lights, once dedicated, are the responsibility of the township.
C - I have heard that the sidewalk issue also exists for Barrington Estates. I oppose any expense to our HOA without Barrington Estates contributing.
R - Barrington Estate children will not be walking to school. The district will be picking up those children on Acoma Lane. On a side note - we recently found out that Barrington Estates paid $15,000.00 to our builder for the small plot of land that was sold to them so they could connect to Cranberry Blvd.
We are investigating to see if that money was placed in the HOA account since the plot of land that was sold should have been open space owned by the HOA. In short, we want to make sure the builder properly allocated any funds they received from the open space sale. The money should have been placed in the capital improvement fund.
C - People speed down my street. When you ask them to slow down, they give you attitude. My daughter has almost been hit three times.
C - The children living on the upper end of Cranberry Blvd should walk down Northridge and then use Longwood or Stewart to get to Cranberry Blvd. This would be a safer route.
C - If we want more lighting in the neighborhood, I would suggest that everyone turn their porch lights on in the evening. This would not cost the HOA any money.
HOA Board Actions
- We will write a letter to the township requesting
- Crosswalks for Cranberry Blvd.
- Crossing guards for the newly added crosswalks
- Speed humps (Seminole style) for Cranberry Blvd., Forge Road, Longwood Rd. (near the recreation area on Longwood)
- Lower speed limit for Kagey Road - 25 mph
- Increased State Police presence in the neighborhood - target speeding
- Safety improvements and repairs at the recreation area
- Investigate installation of a three post swing gate to be closed and locked at dusk
- Investigate the clearing out of the underbrush in the woods between the basketball court and the road
- Have the gate and net repaired at the tennis court
- Investigate hiring a private security company idea presented by one of the residents to write speeding tickets.
- The Cranberry Estates HOA will communicate the results of this survey to the Village HOA Board. Please note - the survey results also indicated a traffic/speeding concern on Longwood Road. Since this road is within the sub-association, The Village, the Cranberry Estates HOA does not feel it appropriate for us to ask for the speed humps on this road, unless we are directed to include this in our letter to the township by the Village Board. However, as noted in the report, the Board will request a seminole speed hump on Longwood near the recreation area.
